Current laws permit Congress to tax citizens in any amount, for any reason as demonstrated by the U.S. Supreme Court's decision regarding the Affordable Health Care Act. Also, current laws fail to connect the funding of the government directly to the success and prosperity of the people it serves. This creates a lack of desire by the government to ensure their policies are in the best interest of the nation's prosperity. A maximum tax revenue cap of (for example) 10% of the GDP requires Congress to enact laws which will increase the GDP in order to increase the tax basis. By its very nature, this will help curb wasteful spending and will be the first step to ensuring tax laws are created that increase the productiveness and prosperity of the people our government serves.
