Initiate legislation to remove the Federal govs immunity from civil liability for failing to protect citizens from crime

This petition would require the United States government to accept full and unfettered civil liability for failing to protect its citizens from crimes of violence. The United States would be liable for monetary damages in instances where citizens are harmed by criminals and/or by persons it has failed to keep from illegally entering the United States. The United States currently denies it has liability in such cases while failing to enforce federal criminal laws or to adequately protect our borders from illegal entry, yet holds the States and its' citizens to be liable when they act to protect themselves from such harm. This petition would place the burden for ensuring citizens are safe and secure in their persons, houses and effects solely on the United States.
