The National Water System would create infrastructure to re-distribute water on a national basis to cause far greater usage of land. This would enable much higher use of under-used land in the West and would prevent effects of drought everywhere. Flooding would be controlled as well. Canadian participation would be strongly encouraged on an equitable basis.

A massive increase in National farm productivity would expand our export product base, solving our trade deficit problems. Farm employment would greatly increase to solve the unemployment problem in general.

Plentiful farm jobs would lead to competition to hire workers, and this could ease a transition to an orderly immigration policy.

This would be bigger than the Interstate Highway System and should be easily bipartisan.
