Can the Federal government initiate a long term process to support open and voluntary funding of government projects? Instead of allocating tax payer money the US Government could initiate a project that would fund through donations (like kickstarter). With Kickstarter's success growing year after year (see Kickstarter site for details) I think the government could model a very successful and future trend which is asking for donations/funds. This would not be for all government projects, simply an option for projects that Congress doesn't choose to fund but gives people around the world (open process) the option to fund.
