Initiate Plans for "Operation: Catastrophic"

It has come to my attention that the U.S. is on multiple plots of land that can be deemed 'Catastrophic' to not just the People but the survival of the Government as a whole. The Yosemite Super Volcano as main example and issue, while not due for an eruption too recent, is the only natural disaster threat that has potential to be capable of rending 2/3rd of the U.S. broken and in shambles and potentially kill millions of Citizens and Tourists. With this Petition, a desire for a proper contingency plan for the looming disaster that is not 'if' but 'when'. Ideal to begin modern colonizing in South America and Africa. Creation of "Ark" like Naval Carriers that will store people, animals, supplies, and culture in safe locations from epicenter to ensure survival of US.
