Initiate proposals on a Constitutional Amendment to balance the US Federal Budget each and every fiscal year.

Initiate actions to introduce an Amendment to the Constitution of the United States that the Federal Budget proposed by Congress for each and every fiscal year provide a surplus to the US Treasury or be balanced from surplus funds from preceding years and that Congress must complete the next fiscal year budget (e.g. Fiscal Year 2013 beginning 1 October, 2012) prior to the end of the preceding calendar year (e.g. December 31, 2012 for Calendar Year 2012).
