The heterodox situation in Near east needs an
special and permanent civil administrational frame,
representing local interests to optimize its
further realisation in maximized variety.
International influence can respect local interests in Near East symbiotically, if there will be a trustable common institution which is able to prepare the shape of common local needs.
This would be a necessity to complete and realize the "Two state solution" as a partnership near to Asia and Europe
and close to Americas longterm security interests.
