initiate talks with the Belarus Government to stop torturing cats, and cut diplomatic ties if they refuse.

The Government of Belarus, in a laudable effort to cut the rat population and decrease disease, is walling in abandoned basements. However, they are also trapping the cats that use the rats as a food supply, and are making no effort to remove the cats. Some citizens of Belarus are trying to rescue the cats when they hear the dying cats meowing, but it is not enough. The Government of the United States of America needs to initiate talks at the Ministry of State level to find a more humane way for this to be done; and if the Government of Belarus refuses, it is not a Government that the People of the United States of America would choose to associate ourselves with diplomatically or economically, and all ties should be severed and the Ambassador expelled.
