Create a Constitutional Amendment that will limit US Senators to serve a life-time maximum of two full terms. Limit House of Representaives to serve a life-time maximum of four terms.
It is time to make Congress an institution of government by the people and for the people. While serving in the Senate or House the elected official's insurance needs will be covered by the existing Medicare program. Upon leaving office they will need to obtain their own medical insurance coverage. There will be no retirement plan (except for their credit to Social Security based on the earnings that were paid while in office). There will be no COBRA mediclal program for them to qualify.
