initiate a zero-based budget for the federal government, holding all department heads accountable for their spending

This petition is intended to give the government a better idea of how to reduce the deficit. As a United States Air Force Veteran, I've witnessed unnecessary spending by the government, simply due to fear of "losing money in next year's budget". A zero-based budget would eliminate the unnecessary fear of losing a department budget and the unnecessary spending in order to keep the department's budget.
