Inmate phone privilege

Phone privilege for and inmate needs to change cause Unfortunately Inmates are not allowed to make phone calls to a celluar phone from a n.y.s or county facility. which I myself and millons of other family memeber's feel as this needs to change. Now in days people don't have land lines however live off of a celluar phone. A lot of family members will love to keep incontact with their love one that's currently serving time in a correctional facility but dose'nt have a land line and if one does have a land line they are not able to be home do to the fact they might work,school,etc...We are not even allowed to foward calls from our land line to our celluar phones.If a inmate is making a collect call to a family member or friend it should'nt matter if its a land line or cell phone is being use
