The Jumpstart Our Business Startups Act contains provisions for raising capital for new businesses by means of internet advertising. The Senate version added a provision calling for the SEC to create a set of rules by which "crowdfunding" could be implemented. Despite their having been given a deadline of mid-summer 2012 to complete those rules, the SEC has been stalling in creating those rules. This effort needs to be given highest priority as it will facilitate the creation of new businesses and jobs for the US.
