Install an audio recording system in the White House to record information for historical and research purposes only.

In light of the massive amount of historical information that has been found from the original White House taping system, a new one should be installed.

The following rules must apply to the taping system so that we maintain the most accurate records and it is not abused.

1. No body of government may subpoena the tapes.
2. The tapes are to be released to the national archives when the speakers have consented to the release or are now deceased.
3. Release of the tapes cannot violate national security.
4. Recordings are to be protected by the secret service or effective agency.
5. Any other necessary rules.
