We should begin utilizing poly-voltaic (aka solar) glass on Federal buildings. This would allow for a greater industry demand (jobs), developments in science (jobs), reduction in long term cost, reduced reliance on current antiquated and security vulnerable infrastructure while reducing the Federal carbon footprint.
Implementation could be done over time by using maintenance opportunities to upgrade existing buildings and requiring new buildings to have solar power producing glass.
