Install a speed minimum and appropriate penalties to drivers who violate posted limits and minimums. the minimum should be 10mph less than the speed limit.
also utilize the separate lanes for faster traffic, gradually increasing the minimum and maximums speed by 5 mph between lanes. EX: 45-55 Mph in far right lane, 50-60Mph in second lane and 55-65 Mph in far left lane (in the case of a three lane road.)
