Instate a committee to advise on a transition from a war economy to one of armed neutrality.

In order for our country to surmount the economic debt crisis an independent committee of analysts, economists, and, lawmakers should convene to evaluate the efficacy of our national security expenditures. This committee should also investigate the position of armed neutrality and its potential economic benefits. This committee should also hold discussions on restructuring the military as a primary civil defense network which aids and advises civilians during times of national emergency. This committee should be granted authority to put forth any bill based on findings deemed necessary and appropriate for stabilizing the United States' long term fiscal and defense obligations to its citizens.
