A national licensing process (not FFL) has the potential to act as a common sense starting point for solving some of the problems associated with the current patchwork of gun policies from state to state, and fees collected from such a license could be used to fund a variety of programs such as firearms education, mental health issues, and a national gun owner & weapons database (to fingerprint new firearms and to allow authorities to track stolen weapons used in crimes, for example). In addition, weapons could be sold to registered users, whether online, at gun shows or in shops, without the need for repeated background checks or waiting periods, and though by no means a panacea, it could provide a valuable platform for complementary policies as part of a comprehensive gun safety plan.
