Instate a voting option of "No Confidence" on all election ballots.

In an increasingly politically polarized America, many independent voters and moderate members of political parties are seemingly forced to support an unworthy candidate to prevent the election of another unworthy candidate. This ostracizes many more qualified, yet less powerful candidates during political campaigns and elections, and alienates the independent and moderate voters of all parties.
To remedy this, I propose legislation be introduced to amend the current voting system, and include on every ballot a "No Confidence" vote, which forces political parties to re-draw candidates for the election if the majority of the popular votes are cast for it (electoral college has no say, since the votes must be recast and no election has truly taken place).
