Banning firearms removes the ability for honest citizens to protect themselves. However, requiring stricter testing to acquire firearms serves to protect everyone. Requiring a psych eval before being able to purchase a firearm deters individuals who neither want others to know what they want the firearm for, or who are too mentally instable to own a firearm in the first place.
