Instead of penalizing the VA for having to work with inadequate budgets, penalize Congress for providing too little $$.

The VA is given too little budget to cover all the vets they need to help. It's not their fault if they are forced to meet impossible standards. Blame the Congress for mandating impossible standards. The VA does a great job considering their low funding. Put the blame where it belongs, in Congress, not on the VA's doorstep.
