Instead of reducing Social Security benefits, phase out the payroll tax exclusion for employer-provided healthcare.

The exclusion of employer-provided healthcare from taxation is very unfair. It favors employees of large corporations and government entities over small businesses, since good small-group and individual health insurance is unattainable for most small businesses. Also, the loss of payroll tax income as a result of this exclusion is a significant part of the reason for the projected Social Security shortfall.
