Institute a 25 cent tax for every time a U.S. citizen makes a grammatical mistake on the internet

The internet contains grammatical errors of all forms from every corner of the world. However, I feel we should discourage this behavior out of our own citizens so as to appear more intelligent to the rest of the world. To this end, I propose the creation of an advanced computer algorithm that will scan all publicly-visible posts and comments on Youtube, Facebook, Twitter, Reddit, and other websites to detect improper usage of grammar, trace the post back to its I.P. Address, and add 25 cents to the balance of the owner of that I.P. Address, which will become a new factor in the refund or amount owed come tax season. Additionally, if a person is caught making more than 50 errors a month, they will be mandated to take a remedial English class and denied internet access until they pass.
