Institute agency/department voluntary job cross training and across government to cover sudden increased service demands

For jobs that don't require highly specialized skills, cross training would provide a pool of workers that could help a department that experiences unexpected increased workloads to temporarily poach workers from another department without having to resort to expensive outsourcing. Departments could be requested to provide a limited number of workers where possible. Boredom should decrease and job satisfaction should increase due to increased job mobility within government. All security and other requirements should apply in order to participate. Workers with the widest set of skills and positive employment record should be rewarded when attempting to transfer between government jobs.
