Pay to play. As of 2009, there were approximately 310 million guns in America. In the first 11 months of 2012, there were 16,808,538 applications to purchase guns. If there were a $100 yearly federal registration fee/tax required on each gun owned, increasing on a sliding scale for each additional gun owned, that would generate well over 30 TRILLION dollars per year. This needs to be done in conjunction with tighter regulations, including background checks.
