Institute budget cuts on an equal percentage basis across all governmental departments, agencies, and institutions.

Congress and the Super Congress are unable to cut expenditures because of their political interests, their loyalty to lobbyists, and their brazen childish bickering.

Instead of Congress incessantly arguing which programs are to receive cuts and others that are "off the table", a simple, straightforward percentage cut across all line items will be instituted.
It will be left up to each department to work with equally proportionally less money.
It will take the bipartisan bickering and grandstanding out of the equation because the politicians need only agree on a number and will not have to "save" their personal agendas from cuts.
It can be instituted gradually on an annual basis, such as 5% across the board in the first year, 10% the second year, etc.
