institute a budget policy that leads to reelection if no budget is signed into law after 6 months

Institute a new budgetary process that, if no budget is signed into law by 30 Sep each year, the federal government would receive 1/12th of the previous years budget each month until a new budget is signed. If no budget is signed within 6 months, every member of the House of Representatives, the Senate and the President would face re-election. This model is in place in Israel and they have never had to have re-elections due to no budget in place after 6 months.
