Institute closure and relocation of military facilities located in states whose residents have petitioned for secession

Insofar as residents of, but not limited to the following states, South Carolina, Texas, Georgia, Florida, Tennessee, North Carolina, Alabama, and Louisiana have petitioned the White House for secession from the United States and such petitioners are of numbers that raise serious concerns regarding the security of United States military installations, the President of the United States as commander-in-chief, is petitioned to begin the immediate closure of these installations in any and all states petitioning secession in numbers exceeding 1% of of the voting population.

Further, upon such closure of said military installations to relocate those installations to states that are loyal, patriotic and committed to the security of the United States of America.
