Institute a Federal Holiday once every four years for the purpose of facilitating people to vote in the elections.

Creating a federal holiday would increase the number of people that actually vote substantially. Mexico does this, along with prohibitting alcohol sales on that day and they achieve a very high voter turn out. North of 50% of their citizens vote in presidential elections.
Creating this holiday should also help with the lines, as people will not have to wait to vote until they get off of work.
