This mandate would be interpreted as a gesture of goodwill from the office of the President towards the well being of the citizens of Texas.Such a mandate is necessary to alleviate suffering and grievances in the state of Texas in regards to the economy and stress related healthcare issues.The absence of competition between these two programs is in direct violation of the spirit of the United States Constitution as defined in the Preamble: "...insure domestic tranquility... promote the general welfare, and secure the blessings of liberty...". Since both institutions receive funding from the state government of Texas, this crisis can also be interpreted as a violation of the 8th Amendment as "cruel and unusual punishment" by the state government towards the citizens of Texas.
