Institute felony prosecutions for all persons found to be operating "puppy mills."

Puppy mills are illegal, but not prosecuted to the fullest extent of the law. The laws on the books are not harsh enough to deter repeat offenders and need to be reformed. Puppy mills endanger not only the animals, but they endanger the consumer. Population of companion pets are out of control, resulting in 100's of thousands of animals destroyed each year. These puppy mills cross breed, are full of insets, disease, and cruelty to animals. These mills must be shut down and offenders be prosecuted as felons, to deter future offenses. These mills produce mentally and physically damaged pets, resulting in consumers decisions to have destroyed in most cases. Punish these mills and stop the destruction of innocent living creatures.
