institute a Financial Speculation Tax - 0.25% to 0.5% on every financial trade - it could raise billions a year

By adding a FEE to every financial trade at the low rate of 0.25%, billions could be raised due to the enormous volume of transactions.
...Financial speculation creates huge profits each year - but speculators keep profits and are only taxed at low capital gains rates. Meanwhile, the nation covers the losses (bank bailouts, etc). A trade fee would level the field, + provide revenue.
Reintroduce S. 1787: Wall Street Trading /Speculators Tax Act., 112th Congress, 2011–2012: Sen. Harkin [D-IA] and Rep. DeFazio (D-Ore.)
But instead of a 0.03 percent fee, lets increase that it to 0.25%, an amount still small and mostly felt by speculators.
