Institute a hiring freeze of federal workers to help reduce the budget.

Allowing the size of the federal workforce to slowly reduce itself through attrition would avoid the short-term increase in unemployment caused by layoffs. Hiring freezes are fairly common in the private sector, and a good way to slowly improve productivity and reduce cost. Since such a freeze isn't targeted to any one agency, the political fallout should be minimal.
