Institute an independent agency that holds police officers (personally)- and their precincts (collectively)- ACCOUNTABLE to brutal, vigilante actions (shooting/beating/injury of unarmed Blacks). Vigilante police brutality should become a FEDERAL crime, punishable by retribution, deterrence (i.e. permanent loss of his/her badge across the US), incapacitation, rehabilitation & restoration. Agency needs to report to the community responsively, once a month (at least). Agency MUST prevent cover-ups and the negative depiction of victim(s) in the public eye (OR PAY STIFF PENALTIES). All precincts will pay into a fund that compensates the victims' families, pay for burial & other expenses, as well as support efforts/programs that educate, uplift, heal and support Black youths & Black families.
