Millions of dogs and cats die every year. Due to inadequate and unresponsible breeders. Institute a mandatory spay and neuter regulation for both dog and cats of all breeds. Not just breed specific regulations. Make it so only reputable breeders are able to breed animals by having unaltered animals. Be proactice versus retroactive when it comes to regulating numbers. Too many domestic animals are being euthanized daily due to lack of space and resources in shelters, yet thousands are still born every day and surrendered into shelters only to die there.
