Institute a military draft with opt-out options.

With increasing military recruiting problems, rising costs of retention of experienced military personnel, the military draft be reactivated so that America's defense needs may be met in these times of fiscal crisis and continuing terrorism against America around the world. However, to comply with the 13th Amendment, options to opt out of the draft shall be as follows:
a) Draftee opting out may pay $1 million or 10% of his or her parents net worth, whichever is greater, or;
b) Draftee opting out may agree to pay an income tax rate of 50% with zero deductions for their entire natural life;
Draftees not opting out shall be guaranteed a life-long license to own/carry firearms of ANY type, anywhere, unless they are convicted of violent crimes. Those opting out may never own or use a firearm
