It's common sense for America to expect the brightest among it's citizens to lead the nation.
Form a board of experts to approve a standardized test with which to measure every political candidate running for office in the executive and legislative branches. Future members of the Supreme Court would likewise be required to pass this test prior to presidential appointment.
A minimum intelligence requirement on par with the average American will reduce the rate of draconian legislation proposed by current not-so-bright members of congress. This will undoubtedly increase government efficiency.
Make the board of experts and the IQ test subject to scientific review every four years.
