Institute a National Apprenticeship Program.

This program will bring opportunity back to the United States by increasing productivity and giving individuals skills to provide for themselves and their families. This petition requests the replacement of the unemployment program with an apprenticeship program. Also, the program will allow the scaling back of the welfare program as it gives means to those who are capable. An apprentice will be matched with a participating business and be trained and guaranteed a position at the company as long as he or she reaches predetermined thresholds. The apprentice will be compensated by the former unemployment funds rather than the business until offered a permanent position. The business will be required to submit a supporting business plan to accommodate the program to be able to participate.
