The U.S. requires additional revenue streams. This idea originates from the United Kingdom. All prizes are paid as a lump sum and are tax-free. Of every dollar spent on National Lottery games, 45% goes to the prize fund, 45% to deficit reduction and up to 10% goes to operating/special funds.

In the State of the Union, Mr. President, you said we needed to evolve to a smarter government. This measure, I believe, reduces the stigma of taxation, creates jobs, generates revenue, and puts the fun back in fiscal.

We don't have to reinvent the wheel, to look at best practices from around the world and implement them thereby engaging the public and, thereby, moving foreward.
