Institute a national one cent sales tax on every dollar with the exception of food to pay down national debt.

Create a fair national one cent sales tax on all goods and services purchased with the exception of food for the sole purpose of reducing the national deficit. This tax should be protected from any misappropriation or use by Congress for anything other than national debt.
