Institute a national, opt-out, presumed consent model of organ donation

A shortage of organ donors has led to increased rates of mortality across America, despite the fact that 90% of Americans say they support organ donation (according to the Organ Procurement and Transplantation Network). In order to address this paradox, Obama should institute a system of presumed consent, whereby all Americans are organ donors unless they explicitly express their non-consent. This would eliminate the burden for many people who are not sufficiently aware about the donor registration process, and it would be a very economical and ethical way to improve organ donation rates. The experience of European countries with this model of donation is also a testament to its effectiveness, and President Obama must ensure that all Americans maintain equal access to quality health care.
