Institute a National Sales Tax capped at 10% to stop penalizing the middle class and to rein in government spending.

A National Sales Tax capped at a maximum of 10% should be instituted. The current graduated income tax penalizes achievers and limits the ability of people to save money because the money is taken away before it can be saved. Also, the middle class bears a disproportionate burden of the tax even though the lower income class uses the same amount of government services, which is grossly unfair and unequal. The 10% cap will reign in the government's ability to continue to ratchet up taxes to pay for useless programs. The most famous proponent of a graduated income tax was Karl Marx himself, as stated in his ten essential points for a Communist government. Clearly, a graduated tax is counter to the American Spirit of personal effort and achievement if Karl Marx, Communist, supports it.
