Institute paid Maternity and Paternity leave for all full time working adults in the United States

Institute a law where full-time employed men and women have access to paid leave to care for a new baby. It is imperative that we as a country emerge from the dark ages where women stay home and men are the bread winners. This is fundamental gender discrimination, both parents of the child should have the right and ability to take time off to care for the child and not be crippled financially by it.
Federal Law permits everyone to use FMLA, which allows for up to 12 weeks off of work to care for family members or for serious health conditions, with job protection (some extenuating circumstances apply). However to maintain eligibility during FMLA that person can earn no income, which makes using FMLA for any length of time almost impossible for most families.
