Institute a progressive drug policy based on rehabilitation rather then incarceration.

Over half of the American prison population is incarcerated for non violent drug related offenses. If we opted to give treatment to these individuals opposed to incarceration we could save money on the prison system and address a serious problem facing our nation today. The money saved by not incarcerating said individuals could be used to open government funded detoxes, rehabs, and community centers for recovering addicts. Fighting a war on drugs against the suppliers is not working and we should shift efforts to fight it to cure the people effected by the horrible disease of drug addiction. Portugal is a prime example of a progressive drug policy being effective and America should take notice.
