1st, the 2-year term for the House of Representatives is too short for them to perform adequately given the amount of time and money they spend in re-election cycles. The term should be lengthened to 4 years.
2nd, there should be TERM LIMITS on the House and Senate. With 4-year terms, House limits could be 3-4 terms. With 2-year terms, the limit could be 6-7 terms. In the Senate, the limit should be 3 terms. Open to debate would be whether the limit is lifetime or continuous (current discomfort with Putin/Medvedev succession planning would argue for lifetime limits).
Since no congressman is likely to vote him/herself out of a job, all current congressmen should be grandfathered. Term limits would only apply to newly elected officials, so the effect would be gradual.
