institute term limits on members of Congress and the Senate; without a balanced budget, incumbents can not run again.

Given the inability of our congressional leaders to work together and do what is right for our country, I recommend term limits for senators and congressmen(women) be instituted based on passing a balanced budget. Any year that the Congress and Senate do not pass a balanced budget, all incumbents are prevented from running for the next term.
