Profits from the National Lottery shall be used expressly for paying off the national debt. Ticket sales should be available worldwide, via-internet, to individual players, and automated software applications. Non-U.S. citizen players should be welcomed in order to maximize jackpots and profits. Winnings should be tax-exempt, and the ticket purchase cost partially tax deductible in order to further stimulate player participation. Let certified private U.S. companies administer lottery ticket sales in order to keep operating costs low. The government shall not use this lottery as justification to further raise the debt ceiling.
