The proper role of an economy is to direct the use of natural resources to the production of their most valuable products. A state should value all its citizens equally so natural resources should be used to fill, as far as possible, the needs of them all. Money should begin as a universal income for all and be taken out of the economy again by a charge on those who control the use of natural resources. This would allow the people to define their needs for themselves and direct the use of natural resources to fill those needs.
The universal income would remove the need for social security payments and for growth in the economy to provide jobs and business opportunities.
We need to use less to prevent climate catastrophe but at present using less takes income from producers and workers.
