Instruct the DEA to use 21 CFR 1301, The Controlled Substances Act to begin issuing Federal Permits for Marijuana

There is no need to "Legalize" Marijuana.
Under existing Federal Law (21 CFR 1301) the DEA can issue licenses for Marijuana and regulate it on a federal level from production to sale.
Each state has the exact same law allowing them if they desire to allow the licensing of Marijuana production and distribution in their state.
These same regulations can be used to allow Marijuana to be regulated like Alcohol and Tobacco are.
The DEA Administrator refuses to issue permits to an except few each year.
We Demand that an Executive Order be sent to the Administrator of the DEA and that they be instructed to issue permits, as is provided under existing law and regulations.
