Instruct the Department of Homeland Security to start a program to allow american citizens to foster Immigrant children.

There is a humanitarian crisis here at our borders where more than 50,000 Immigrant children, many from fleeing from crime and violence in Central America, are being warehoused in terrible conditions. I propose that the President use his executive power to order the Department of Homeland Security to immediately implement a program allowing American citizens to foster these children until such time as they are able to be safely returned to relatives in their home countries, here in the united states, or have been granted refugee status and given asylum. This program should require background checks by the DOJ on both the children and foster parents, partnering (where possible) with state agencies governing existing foster programs.
