Instruct DOD to implement Security forces for each Command at Department level to be able to react to Security breaches

Instruct the Department of Defense to establish security forces at Departmental Level at all Military Installation. By establishing a Security force for each Department on all US Military Installation this will ensure the Military will be able to quickly react to any and all security breaches within that Department on that installation. If a security Force had been active and patrolling the Bldg 197 area at the Navy Yard DC the attack would have been lessened or stopped altogether.
